Just do the assigned missions for the mantles. Doing one usually unlocks more. I think it starts with ghillie mantle, then glider, fire, iceproof, thunderproof, rocksteady and evasion (I think something like that was the order I got them).

Depends on your build, often times I'll put physique jewels into it (can get level 4 constitution on it if you have two physique+ jewels) for a high dps bow build. Allows you to have damage skills always active, the up-time is huge, and tool specialist on temporal mantle makes it so you almost always have a mantle on.
